Procedure for BSTI Certification in Bangladesh

The Bangladesh Standards and Testing Institution (BSTI) is responsible for standardizing products and services, promoting quality assurance, and facilitating testing facilities for industries. It ensures that products meet the required quality standards, which is crucial for both local and international markets. Obtaining a BSTI certification is essential for industries aiming to produce export-oriented goods or ensure consumer safety.

Steps for Obtaining BSTI Certification of Marks (CM) License

To obtain the Standard Mark (CM) from BSTI, the company or producer must follow these steps:

Application Submission:

  • Apply to BSTI using the prescribed application form to obtain a CM License.
  • The application must be accompanied by relevant documents such as company details, product details, etc.

Preliminary Inspection:

  • BSTI arranges a preliminary inspection after receiving the application and necessary documents.
  • During this inspection, the BSTI officer assesses the facilities to ensure the company is capable of producing a product that meets standards.

Inspection Report:

  • The inspector prepares a detailed inspection report based on their findings.
  • The report will highlight whether the company meets the required facilities and conditions for producing a standard product.

Sample Collection:

  • Random samples are collected from the production process, and these are sealed by the BSTI officer and the company representative.
  • Two sets of samples are taken: one for the BSTI laboratory and the other for reference.

Testing of Samples:

  • The collected samples are tested either in the BSTI laboratory or another approved laboratory in Bangladesh.
  • Testing is conducted according to the relevant Bangladesh Standard (BDS).

Test Results:

  • If the test results comply with the relevant BDS, the company will be granted a BSTI license for that product.
  • The license is typically granted for three years and can be renewed if future test results are consistent with the standards.

Payment of Fees:

  • The applicant must pay the following fees:
    • Application fee: Tk. 1000 for new applications and Tk. 500 for renewals.
    • License fee: Tk. 200 per year.
    • Marking fee:
      • For fruit items: 0.07% of the Ex-factory price (minimum Tk. 1250, maximum Tk. 10,00,000).
      • For other items: 0.10% of the Ex-factory price (minimum Tk. 1875, maximum Tk. 15,00,000).

Grant or Renewal of License:

  • Once the inspection report and test results meet the BDS, BSTI will grant the license.
  • The license is valid for three years and can be renewed.
  • Renewal applications should be submitted three months before the expiration of the license.

    • General company information.
    • Raw materials used in production.
    • Manufacturing process.
    • Packing and marking procedures.
    • Laboratory and inspection facilities.

    • Testing facilities available as per Bangladesh Standards.
    • Storage facilities.
    • Testing personnel.

Testing Process:

  • The samples collected are tested in the BSTI laboratory or other approved labs. The company bears the testing fees. If non-BSTI labs are used, the applicant must pay the fees directly.

License Conditions:

  • The license can be canceled or revoked if any conditions of the BSTI license or Ordinance are violated.
  • The licensee must ensure that the product continues to meet the standards and must undergo further testing and inspections as required.
